Insley Elected To VA Judges And Lawyers Assistance Program Board

J. Neal Insley, Senior Vice President/General Counsel for the National Alcohol Beverage Control Association (NABCA), has been elected to the Board of Directors of the Virginia Judges and Lawyers Assistance Program (VJLAP). 

He joins other legal professionals and judges across the state in the VJLAP’s mission to provide confidential, non-disciplinary assistance to lawyers, judges, law students and legal professionals who are experiencing professional impairment because of substance abuse or mental health problems. VJLAP’s assistance is designed to promote recovery, protect the client, prevent disciplinary problems for the lawyer, support their families and professional associates, and strengthen the profession. The organization has been offering this service since 1985. 

Insley, who has been NABCA’s general counsel since 2015, has worked in beverage alcohol law, legislation and/or policy at the state, national and international level. He has served as the Chairman of the Virginia Alcoholic Beverage Control Board (VA ABC) and as Chairman of NABCA. Within the beverage alcohol industry, he has served as a regulator, attorney, administrative law judge, and business leader.
